The auction procedure implies that the interested parties must submit their tenders in closed envelope at the date and time indicated by the responsible government agency. Tenders must comply with the established requirements, and shall be opened in the presence of a representative of the administration to determine the winning bid. Once the auction has been concluded, the sale of the land shall be formalised to the bidder who has submitted the highest tender and who meets all the conditions laid down in the basis of the auction.
